摘 要:目前我国电能开发与环境保护的冲突日益严重,尤其是火电生产与环境保护的冲突已成为我国政府、企业界和学术界必须正视的严重问题。文章利用DEA模型,检验了我国火电行业的电能生产和环境的协调发展效率及其变换趋势。结果显示,只有在市场化、企业改革和建立现代监管三个方面同时取得成效的时候,我国电力行业的绩效才会取得明显提高,同时得出在火电行业改革过程中的一些大事件发生或政策调整时火电行业协调发展效率可能出现一度下降趋势。At present, conflicts between China's electricity energy development and environmental protection increasingly serious, espe- cially in thermal power production and environmental protection which have became a critical issue that government, business and academia have to face up to. In this paper, we used the DEA model and tested the coordinated development efficiency and the transform trend of energy production and environmental of China's thermal power industry'. The results showed that only the effectiveness of Market-oriented, enterprise reform and the establishment of modern monitoring acquire at the same time that China~ electric power industry will attain a marked improvement in performance. The result also suggests the efficiency of the coordinated development of thermal power industry may appear downward trend at one time as a result of some major events or policy adjustment in the reform process of thermal power industry.
