摘　　要：民办教育的生存风险来自政策、政府、内部管理、社会环境等方面,外部环境是民办教育茁壮成长的土壤,在健全民办教育风险规避机制的过程中,政府应加强对民办教育的立法、监控与服务职能,为民办教育的发展提供一个良好的外部环境。The survival risk of private education come from policy、government、 internal management、 the social environment and so on.Outernal environment is the soil of development of private education.So in the process of perfecting the system of avoiding the risk of private education,the governmet should strengthen legislating 、monitoring 、and serving in order to provide an good outernal environment for the development of private education.
