摘　　要：简释了伊犁哈萨克自治州自然地理与畜牧业发展的基本情况,阐明了在中央政策制度支持下实施退牧还草、牧民定居工作的现状。分析了在政府主导下的退牧还草、牧民定居现状及传统民俗心理的不适应和缺失,以及搬迁政策落实中所存在的主要问题,进而提出了牧民定居中生产、生活方式转型可持续发展的建议及措施,以期为政府未来决策提供参考。This text illustrates the natural geography and husbandry in Yili,and present situation of returning to grassland,herdsmen settlement according to the status of implementation.It mainly analyzes grassland restoration,settler＇s inadaptation and folk deletion under the conduction of government,and then analyzes main problems of the returning grassland and herdsmen settlement in the process of relocation.Furthermore,it poses countermeasures and advances of sustainable development of the production life of herdsmen settlement.
