我国区域创新体系中政府科技投入效益的实证分析

摘　　要：近年来有关区域创新体系(RIS)方面的研究很受关注,政府作为区域创新体系的四大主体之一,通过制订创新政策和科技经费投入影响区域的创新能力及经济社会发展水平。通过"索洛余值法",对我国31个省份1998～2008年的面板数据进行分析和测算,得出我国各省政府科技投入的产出弹性和经济贡献率,并进行横向比较,为政府的科技经费管理提供科学依据。In recent years,the regional innovation system has become hot spot for the scholar and the policy maker.As one of regional innovation system＇s main bodies,the government draws up the innovation policy to disposition of innovation resources which will impact on developing of the regional economic and society.This article constructs the model to make use of board data of our country 31 provinces from 1998 to 2008 and carries on the analysis to obtain our country various provincial government＇s science and technology input-output elasticity and the economical technical progress factor,and carries on the crosswise comparison to provide the scientific basis for government＇s science and technology funds management behavior.
