摘 要:自1999年实施改企转制以来,转制科研院所经历了"十五"、"十一五"两个重要的发展时期,在现代企业制度建立、研发及其成果转化、经营管理等诸多方面取得了显著成绩。然而,因为种种原因,这些院所在其自身定位、企业化与科研产品的外部性之间的矛盾等关键问题上仍未走出困境。在大量调研和征求专家意见的基础上,分析了科研院所的现状,提出了在即将到来的"十二五"期间,转制科研院所改革发展的二次定位,分析了可供选择的进一步改革的四种方案,并对政府政策的制定提出了若干建议。Since the transformation and reform of research institutions arranged by the relevant governmental departments of the State Council was implemented in 1999,the transformed institutions have made remarkable progresses in RD,research findings conversion,operation and management,and built up the competitiveness and superiority in strength including RD,talents and clients network.However,the transformed institutions,being put into the new environment,haven't found a way out of their dilemma in some issues like their position-setting and "enterprises are with social responsibilities".This paper,based on extensive investigations and the comments from experts,has analyzed the advantages and advantages of three alternative adjustment schemes and put forward suggestions for the scientific development of transformed institutions.
