河南省工业循环经济评价分析及发展对策研究

摘　　要：运用BPEIR模刑及特尔菲法,结合评价指标体系构建的原则,建立了河南省工业循环经济发展评价的指标体系,包括资源产出、资源再利用、减量化、产业发展4个类指标共19个单项指标.采用层次分析法确定各指标权重,运用综合指数法对1999—2008年河南省工业循环经济发展水平进行了评价.结果表明:河南省工业循环经济发展程度在逐步提高,具有阶段性,2004年以来为快速发展阶段;资源产出、资源再利用、减量化方面是主要拉动因素.结合评价结果,提出了促进河南省工业循环经济发展的对策.The index system for evaluating industrial circular economy was finished by BPE1R model and Delphi method,basic principles followed by index system,in Henan.The system includes 19 individuation indicators under 4 subitems,such as output of resources,recycling use of resources,reduction,development of industries,and adopting AHP method to give weight on each index.This paper makes comprehensive evaluation on the development of industrial circular economy in Henan 1999 to 2008,using comprehensive index.The result shows that the industrial circular economy development degree of Henan was increasing gradually and remarkable characteristic of phase.At first stage,the level of recycling economy improved slowly.Since 2004,presentlv the development of recycling in a quickly situation in Henan.The key factors of the growth of industrial circular economy development in Henan province are that output of resources,recycling use of resources,reduction.Finally,based on the analysis,the paper gives some countermeasures on how to promote development of industrial circular economy in Henan.
