摘　　要：目的建立健全军队医院野战医疗所(队)卫勤保障能力评估体系,对医院机动卫勤分队卫勤保障能力进行科学评估并提出要求。方法本研究采用的是德尔菲专家咨询法,以分发问题表的方式,征求、汇集并统计专家个人的意见或判断,并经过二至三轮咨询,采用专家对某问题的意见趋于一致的方法。结果通过对保障能力构成的要素进行分解,明确保障能力的构成,包括组织指挥能力、快速应急机动能力、防疫防护能力、医疗救护能力、战场环境适应能力、战时政治工作能力、安全风险规避能力和野战信息化能力等8个方面,应用德尔菲法,构建医院机动卫勤分队卫勤保障能力评估体系及权重。结论构建一套符合新时期条件下野战医疗所(队)保障能力评估体系,对科学评估野战医疗所(队)的卫勤保障能力至关重要。Objective To establish an effective evaluation system on medical service support capability of mobile squad in military hospitals.Methods Delphi Method was used in this study.Questionnaires were employed to consult and collect the expert＇s points of view or estimation.After two or three rounds of consultation,the opinions of the experts were generally the same in some aspects.Results By analyzing the elements of medical service support capability and defining the composition of protective ability including the organization and command capabilities,rapid response mobility,disease protection,medical and rescue capabilities,and the battlefield environment adaptability,the wartime politics ability,risk aversion and Information capabilities,the hospital mobile medical service unit medical support capability assessment system and weights were established.Conclusion We established a set of evaluation standards on medical service support capability of mobile squad in military hospitals,and made some suggestions through applying it in military hospitals in the new era.
