陕西省农村信用社改革绩效评价——基于陕西省8个县农村信用社的实地调查

摘　　要：2003年国务院关于农村信用社改革出台方案,到2009年改革已历时6年,陕西省是第一批农村信用社改革的8个试点省份之一,改革的绩效如何可以通过农村信用社的经营情况进行评估。该文通过对陕西省8个县(区)农村信用社实地调查所获得的基本情况数据和财务数据,采用骆驼评级法的指标体系,运用因子分析法首先对2000-2008年各年度农村信用社的经营情况进行综合排名,然后对各县农村信用社在改革前和改革后的经营情况分别进行综合排名,进而研究改革的绩效。实证结论显示:陕西省农村信用社改革取得了明显的成效,表现为信用社的安全性和盈利性均有所提高,改革对各县(区)经营情况的影响基本一致,改革前、改革后各县(区)农村信用社经营情况的相对位次没有大的改变。但同时,改革并没有真正提升信用社的核心竞争力、信用社的盈利能力依然不强,部分信用社的不良贷款率仍然偏高,人均费用支出较改革前大幅度上升,改革还需进一步深化。It has been six years since the central government of China started the reform on rural credit cooperatives（RCCs） in 2003,and Shaanxi is one of the eight pilot provinces in which the RCCs was reformed in the first batch.The effect of the reform can be assessed by the performance of the RCCs.According to the investigation data on the basic information and finance of the RCCs in eight counties of Shaanxi,using CAMEL index system and factor analysis,this paper studied the performance of the RCCs of Shaanxi from 2000-2008,made a comprehensive list in years,and ranked these RCCs before reform and after reform,then made a comment on the reform of RCCs of the province.The results show that the reform of the RCCs in Shaanxi has achieved distinct effect,and the security and profitability of RCCs have been improved obviously,while the effect of reform to each RCC is similar,and the gradation has not changed evidently.But at the same time,the reform has not really promoted the core competitiveness of the RCCs,and their profit-making capacity is still weak.The ratio of non-performing loan of some RCCs is still high,and the cost per capita of the RCCs increases significantly compared with that of the pre-reform,as a result,the RCCs need further reform.
