摘　　要：全面造价管理是集全过程、全要素、全风险、全团队为一体的造价管理模式。以全过程造价管理为主线兼顾造价、工期、质量、安全4个要素之间的关系,协调电网建设项目参建方的利益,识别和防范造价管理风险,达到造价管控有效性和系统性。Total Cost Management is a whole process,all elements,all the risk,the whole team as one of the cost management.The whole process of cost management in order to take into account the main line of cost,schedule,quality,safety,the relationship between the four elements,coordinate grid construction projects in the interests of the parties participating in the construction,cost management to identify and prevent risks,to achieve cost effective and system control.
