新型农村合作医疗保险满意度分析——基于兴宁市农户调查的Logistic回归模型

摘　　要：新农合作为中国政府近期的一项重大的民生举措,对改善亿万农村居民的医疗保障和生活水平的提高具有深远的意义和影响,而了解农民对新型农村医疗保险制度的满意程度和存在的要求无疑是确保新农合制度能够长期持续运行的关键所在。本文基于对兴宁市问卷调查数据建立有序logistic回归模型进行满意度的实证分析。结果表明个人缴费金额、报销手续和定点医院条件是影响农民对新农合满意度的三个最主要因素。本文的政策启示是:在维持个人缴费金额的前提下,通过改善医疗条件、提高服务质量可以大幅度地提高参合农民的满意度,并达到政府、医疗单位和农民"三赢"的局面,从而使得新农合能够持续稳定地有效运行。As a major livelihood initiative of Chinese government, new rural cooperative medical insurance has a profound impact on improving hundreds of millions of rural residents＇ medical care and living standards. Understanding the rural residents＇ satisfaction and requirements of new rural cooperative medical insurance is the key to keep its running constantly. Based on the questionnaires in Xingning City, this paper analyzes the rural residents＇ satisfaction on the new rural cooperative medical system by building logistic regression model. The study results show that amount of individual contributions, reimbursement procedures and designated hospital conditions are the three major factors affecting the rural residents＇ satisfaction. A few suggestions have been provided as follow： under the premise of keeping the amount of individual contributions, improving medical conditions and service quality will greatly enhance the rural residents＇ satisfaction, and make the new rural cooperative medical insurance operate consistently.
