摘　　要：转变发展方式既包含了发展目标的多元化,也意味着实现发展的方法和模式的转变。为了实现"三大财富"观念下的发展方式转变,构建与此相应的政策体系,首先需要对单维财富观下偏重于劳动财富增长的政策目标进行校正:既要重视财富创造,也要重视财富边际贡献对国民总效用的作用。财富创造过程中,在追求劳动财富最大化的同时,节约使用自然财富,尽量减少对人文财富的直接开发和过度商业化;当劳动财富与自然财富和人文财富矛盾尖锐时,以保护自然财富和人文财富为重而放弃对劳动财富的过度追求。在财富创造之外,通过转变劳动财富分配方式和转变生活方式,以实现劳动财富总量既定条件下的国民总效用最大化。在此基础上再进一步将财富政策目标分解为多个政策导向并具体化为政策措施。Transforming development mode contains the diversification of development goals, and it also means the transformation of the method and model of achieving development. In order to achieve the transformation of development mode under the concept of ＂three kinds of wealth＂, constructing corresponding policy system, first of all, needs to correct laying emphasis on the policy with the target at increasing produced wealth under the concept of one-dimensional wealth： It is not only necessary to attach importance to wealth creation, but also necessary to attach importance to the effect of marginal contribution of wealth on total national utility. In the process of wealth creation, it is necessary to maximize produced wealth, but at the same time, it is necessary to make use of natural wealth economically and minimize direct development and excessive commercialization of humanity wealth. When there present sharp contradictions among produced wealth natural wealth and humanity wealth, it is necessary to put emphasis on protecting natural wealth and humanity wealth and give up the pursuit of excessive produced wealth. In addition to wealth creation, given the gross produced wealth, we can be through transforming the distribution mode of produced wealth and life style to maximize total national utility. On this basis, we can further break down the policy objective of wealth into a number of policy orientation and translate into concrete policies and measures.
