我国农地流转问题研究新视角——一个基于人力资本的双边治理的关系型合约模型分析

摘　　要：本文基于人力资本视角,运用双边治理的关系型合约模型分析,揭示农业人力资本积累与农业要素配置及其效率提升的内在逻辑或机理,为提高我国农业土地利用效率和农业效率的政府农业政策制定和设计提供理论指导,从而阐明推进我国农地流转不仅要重视实现对农地产权制度的市场化调整,更要重视进行农业人力资本积累的机制设计和制度安排。Frnm lhe perspective of human capital, based on the relational contract model of mutual governance, the paper reveals the internal logic and mechanism of agricultural human capital accumulation, agricultural factor allocation and its efficiency improvement, thus providing a theoretical direction for governmental agricultural policy making and designing about the increasing of agricultural land utilization efficiency and agricultural efficiency. Further more, the paper elucidates that, to boost domestic rural land transfer, more importance should be attached not only to the marketization of agricultural land property right system, but also to the mechanism designing and systematic arrangement of agricultural human capital accumulation.
