摘　　要：台湾高等教育的发展中,当局的角色虽由主导转向监控,但其强势的影响力却始终未有减弱:通过分配教育资源主导高等教育的扩张与市场化运作;通过实施评鉴机制维持其与大学自治间的平衡,并决定大学系所的生存命运。在台湾当局强势的政治干预下,高等教育评鉴的本土化发展逐渐偏离评鉴的本质,演变为一种由上而下的行政被动。During the Taiwan Higher Education development,The Authorities＇role change from executor to the supervisor,but Its strong trend influence never fade：Through the education of higher education resource allocation dominated the expansion and the market operation;By implementing evaluation mechanism to maintain the balance with university autonomy,and decided to university department are living fate.Owing to the Taiwan authorities＇strong influence,the localization of higher education assessment development gradually deviated from the essence,evolve a kind of administrative intervention from top to bottom.
