摘　　要：从浙江省农村水电行业发展实际出发,分析了开展老电站更新改造工作的必要性和现实意义,阐述了当前这项工作的政策背景,明确了"十二五"期间的目标任务。较为深入地讨论了如何在技术、管理、机制等方面进行创新,以保证老电站更新改造工作的顺利进行。Considering the specific situation of rural hydropower development in Zhejiang, the paper analyzes the necessity and significance of hydropower station renovation, elaborates on the context of canying out the campaign, and clarifies the objectives and tasks during the 12th Five-Year Period （2011--2015）. There is also in-depth discussion on ways to promote technological, managerial, and mechanism innovation to ensure the smooth progress of renovation.
