江苏沿海滩涂围垦空间布局研究

摘　　要：在分析江苏沿海滩涂资源量与围垦现状的基础上,在滩涂开发布局要遵循海岸演变的自然规律,在不破坏生态环境、不改变辐射沙脊群总体动力格局、不影响港口岸线与深水航道、不妨碍入海河口泄洪排涝能力的前提下,科学确定滩涂围垦布局.江苏沿海滩涂共划分为6大垦区,分别为绣针河口—灌河口、扁担港口—东台河口、方塘河口—东凌港口及遥望港—连兴港4个沿岸边滩垦区和辐射沙脊群核心区、辐射沙脊群南翼2个岸外沙脊垦区;垦区空间布局主要以高滩为主,维持潮流通道畅通,在保护现状港口资源的基础上开发潜在港口资源,有效地增加海岸线长度,保证开发建设与生态保护的可持续发展.Based on the analysis of the overall resources of coastal tidal flats and the current status of reclamation in Jiangsu Province,the development of the tidal flats should follow the natural rules of coastal evolution.The spatial layout of reclamation of coastal tidal flats was scientifically determined under the premises of no damage to the ecological environment,no change to the overall dynamic pattern of the radial sand ridges,no impact on port berths and deep waterways and no influence on the flood release and drainage of estuaries.Accordingly,the reclamation area of coastal tidal flats in Jiangsu Province was divided into six areas： four along the shoreline,i.e.,Xiuzhen estuary-Guanhe estuary,Biandan Port-Dongtai estuary,Fangtang estuary-Donglin Port and Yaowang Port-Lianxing Port,and the other two on the offshore sand ridges,i.e.,core area of radial sand ridges and southern wing of the sand ridges.Most of the reclamation should be implemented at a high starting elevation to maintain the tidal channels to be smooth.With the protection of the current port resources,the planning spatial layout could effectively increase the new coastline so as to ensure the sustainable development of local constructions and ecologies.
