摘　　要：在分析江苏沿海滩涂资源量与沿海地区社会经济发展现状的基础上,根据沿海滩涂开发的主要成效及存在的主要问题,提出沿海滩涂开发利用规划.根据科学开发、综合开发、分层次开发、市场化开发和可持续开发的原则,确定了沿海滩涂开发利用的总体功能定位;通过整合沿海资源,依托现有的产业基础和比较优势,合理布局产业,调整产业结构,实施错位发展,建设现代农业基地、新型港口工业区、生态休闲旅游区和宜居的滨海新城镇.同时,从建立园区模式、引导产业转移、盘活存量滩涂、明确农业定位、加强港口建设等几方面提出沿海滩涂围垦开发利用的主要保障措施.Based on the analysis of coastal tidal flat resources in Jiangsu Province and the social and economic development of the coastal area,the main achievements and problems in the development of tidal flats were discussed,and the development and utilization scheme for their reclamation was proposed.According to the principles of scientific development,comprehensive development,hierarchical development,market development and sustainable development,the overall functional position of the reclamation of tidal flats was determined.By integrating the coastal resources and relying on the existing industrial basis and comparative advantage,the following aspects were suggested： rational layout of industries,adjustment of industrial structure,implementation of comprehensive development,establishment of modern agricultural regions,new port industrial zones,ecological tourism areas and pleasant coastal cities and towns.Some countermeasures for the development and reclamation of coastal tidal flats in Jiangsu Province were put forward,including establishment of industrial parks,guidance of industry transfer,activation of stock tidal flats,determination of agriculture position and strengthening of port construction.
