旅游回扣的合理性辩护及其出路分析

摘　　要：随着我国旅游业的发展,旅游回扣问题已成为制约其进一步发展的重要因素之一,虽已采取诸多措施,但收效甚微。本文在肯定旅游回扣危害性的前提下,指出了旅游回扣存在的合理性因素,对时下流行的治理旅游回扣的模式进行了分析总结,并在此基础上提出了"三圈层模式",及一些具体的方法与建议。最后得出结论:治理旅游回扣的关键,不在于彻底取缔而是采取恰当的方法策略,使其归于健康发展的范畴之内。In the development of tourism in domestic,the phenomenon of ＂Tourism kickback＂ has been become one of the constraint factors about its development.Having taken many measures to improve tourist environment,however we make little achievements.Under the premise of the negative effect of tourism kickback,this article points out the rationality of tourism kickback,analyzes three kinds of modes about managing tourism kickback and then puts forward three-layer model and some concrete methods and suggestions.Finally,the article draws the conclusion： Rather than crack down tourism kickback thoroughly,the key point of managing tourism kickback is to adopt the proper ways and guide its healthy development.
