摘　　要：为提升卷烟物流服务质量、提高卷烟物流服务效率,山东省烟草专卖局(公司)在"事前预警、事中控制、事后改进"思想指导下建立评价管理模型,并从流程分析入手,综合KPI、BSC等科学理论,研究制定出一套包括物流服务规范、服务评价指标和评价结果智能追溯等关键环节的卷烟物流一体化服务评价管理体系。To improve the quality and efficiency of cigarette logistics services, Shandong Tobacco Monopoly （Corporation） Bureau establishes an evaluation management model following the principle of ＂pre-operation warning, mid-operation control, and post-operation rectification＂ and applies the model to the practical processes of cigarette logistics to establish a cigarette logisitcs integrated serivce evaluation management system that includes as its key components the links of logistics service standards, service evaluation index and intelligent tracking of evaluation results, etc.
