山东省城市社区公共体育服务供给现状与改进策略

摘　　要：运用调查法和文献法,基于经统计学处理后调查数据,从体育设施、信息、组织、指导等方面对山东省城市社区公共体育服务的供给状况进行分析并提出改进策略。山东省城市社区体育场地建设的投资已出现多元化趋势;在抽样社区中都建有以室内乒乓球室、室外篮球场和健身路径为主的体育场地;由政府支持基层社区组织和体育部门在社区体育组织的组建中发挥了重要的作用,但社区委员会组织体育活动的频率偏低,进行体育健身宣传强度不够,难以形成促进社区居民参加体育健身活动的舆论氛围;拥有社会体育指导员的社区比例偏低,社会体育指导员自身的服务能力也有待于提高;政府部门对社区公共体育服务的投入不足,经费匮乏。改进供给现状须从两个方面着手,一是促进服务社会化,形成产业化;二是发展体育社团,强化多中心竞争机制。By using investigation and documentation methods,based on the statistically processed survey data,this paper conducts a thorough analysis on the public sports service supply of urban communities in Shandong province in terms of the sports facilities,information,organization,guidance and proposes some reformative measures.The results show that the investment on the urban stadium building in Shandong province has shown the trend of diversification;the sampled communities all boast sports venues such as table-tennis room,outdoor basketball court and workout path;grass-roots community organizations supported by government and the sports sector plays an important role in the formation of community sports organizations.There is a low frequency of the physical activities held by Community Committees as the weaker publicity can hardly form the atmosphere promoting residents involvement in sports activities;the percentage of the communities with social sports instructors is lower though the service ability of these instructors needs improving;the investment of government departments on the public sports supply is not adequate and accordingly,the allocation is not adequate.The improvement of the present supply should begin with the following two respects：first,socialization of service should be promoted in order to form the industrialization;and secondly,sports associations should be developed in order to strengthen the polycentric competitive mechanism.
