借鉴与创新:从推广中途之家到创建社区矫正职业

摘　　要：中途之家是矫正工作领域中的新生事物,在中国的广大城市乃至乡村中具有不可估量的推广发展前景。开办和推广中途之家标志着中国社区矫正机构的重要进步。而与此相匹配的下一步发展要求,应该是中国社区矫正工作人员队伍的职业化。北京市的阳光中途之家的模式要求中途站不仅要向社区服刑人员和刑释解教人员提供临时住宿之类生活救济,而且更要提供教育矫正、技能培训、就业指导、心理咨询等各个方面的服务。实现社区矫正的职业化,必须制定相关法律或法规,由专业化的矫正官员组成社区矫正工作者核心队伍,明确规定他们必须具有与社区矫正工作相关的专业资格和经验,并享有相应的薪金和福利及任职和晋升条件。The creation of China＇s first Halfway House in Chaoyang District of Beijing is significant in the continuing development of community corrections in China.Before introducing the model of Sunshine Halfway House to other areas,it is highly desirable to establish a profession of community correction workers.The author indicates that the new halfway house is in fact mandated to function like a combined facility of a probation office,parole office and halfway house in a Western jurisdiction.The multiple tasks require a high-level professionalism of the staff.Ideally,a pilot project can be launched to test a different model of community corrections which would transfer the bureau of prison to a bureau of corrections and enable the new bureau to manage both types of corrections—the prison-based and the community based.This model can help to enhance the quality of the correctional services,ensure the continuity of the correctional process,and improve professionalism of those working in community corrections.
