摘　　要：建设社会主义新牧区是一项复杂而艰巨的系统工程,不仅要统筹安排、科学规划,还要结合当地的实际情况,因地制宜,分类指导,充分考虑各方面的条件和承受能力,以提出科学合理、操作性强的具体措施。在推进新牧区建设中,既要按照社会主义新农村建设的总体要求,又要坚持新牧区建设的基本原则。针对规划为先、以经济发展为中心、遵循统筹协调发展、坚持生态文明建设、遵循可行性、遵循制度创新的原则进行了阐述。Building new socialist pastoral areas is a complex and difficult systematic engineering,which should not only need co-ordinate arrangements and scientific planning but also fully consider the conditions and capacity of all aspects with classified guidance according to local actual situation and conditions so as to make scientific,reasonable and simple measures.In promoting the construction of the new pastoral areas,it is necessary to insist both the general requirements of new socialist countryside construction and the basic principles of new pastoral areas.The paper illustrates the principles first formulating plans,centering on economic development,following the coordinated development,adhering to the construction of ecological civilization,following the feasibility,and following the system innovation.
