摘　　要：21世纪最显著的特征就是经济的全球化和高等教育的国际化,高等教育发展水平,已经成为衡量一个国家的实力和国际竞争力的重要因素,而留学生的数量也成为一个国家或一个高校国际化程度和教育质量的重要标志。因此,发展留学生教育也是拉动我国高校向国际化迈进的重要因素,深入思考高校在发展留学生教育上存在的机遇与挑战是高等教育改革与发展中一个值得探讨和关注的问题,留学生教育具有其重要的现实意义。The most striking feature of the 21st century is economic globalization and internationalization of higher education.Higher education level has become an important factor to measure a country＇s strength and international competitiveness.The number of students has become an important symbol of degree of internationalization and quality of education for a national or a college.Therefore,to develop international students education is the important factor to pull colleges of our country towards internationalization and deepen thinking the existing opportunities and challenges on the development of international students in university education is a matter worthy of study and concern.Education of international students has its practical significance.
