摘　　要：农村土地流转是关于农村发展和稳定的重大问题,急切冒进有可能造成严重的后果;消极回避无助于问题的解决。因此,必需准确理解十七届三中全会精神,正确认识和处理土地流转中的诸种复杂关系,保证农村土地流转工作健康有序开展。The transformation in rural land is the major issue in rural development and stability with an urgent rash.The passive avoidance does not help solve the problem.Therefore,an accurate understanding of the Third Plenary Session must be helpful to understand and handle complex relationships in the land transformation in order to ensure the transformation of rural land.
