控制艾滋病关键在于防控措施的落实

摘　　要：论述中国艾滋病防控需加强防控措施的落实,有效控制艾滋病疫情的蔓延。艾滋病的宣传教育工作要从青少年抓起,确保不同社会阶层的人群有获得艾滋病预防知识的同等机会,将艾滋病知晓率列入有些地方的年度考核指标。加强对国产和国外进口血液、血液制品及人体组织的管理和监督,提高有关机构艾滋病病毒检测能力和质量保证体系建设。为性服务工作者免费或低价提供安全套和医疗卫生服务。针对流动人群的特点研究制定出行之有效的行为干预措施。归国人员属感染和传播艾滋病的特殊高危人群,降低出境劳务人员在国外感染HIV风险和防止艾滋病的传入、传出,是出入境检验检疫机关的重大责任。力争地方政府根据归国人员感染HIV的实际情况出台有针对性地方法规,并把艾滋病预防知识作为出国前的培训、考核内容。劳务人员回国入境的第一口岸,对不愿检测HIV抗体的归国人员,应迅速将信息反馈给所在地就近的检验检疫机关。Expound the fact that prevention and control measures of AIDS need to be implemented to block its spread. AIDS propaganda and education should be carried out among teenagers. People of various social backgrounds should have equal opportunities of acquiring AIDS prevention and control knowledge and its awareness rate should be included into annual performance assessment index in some regions. The management and supervision of domestic and imported blood,blood products and body tissue should be strengthened to improve AIDS detection rate and quality guarantee system establishment. Sex practitioner should be provided with free or cheap condoms and medical services. Efficient preventive measure should be developed in consideration of the characteristics of the floating crowds. People returning from overseas belong to the highly-risky group infected with or spreading AIDS,so decreasing the introduction and spread of AIDS among entry-exit labors are our important obligations. Local government should stipulate local laws and regulations according to current HIV infection situation among returning people and make AIDS prevention and control knowledge as training and examination content before going abroad. Labor service personnel reluctant to test HIV antibody should be reported to local inspection and quarantine office nearby immediately.
