摘　　要：新中国成立５０ 年来， 我国水电建设发展迅速， 成绩显著。全国水电装机容量和发电量（不包括台湾省， 下同） 由１９４９ 年的３６ 万ｋＷ 和１２ 亿ｋＷ·ｈ 猛增到１９９８ 年底的６ ５０６－５ 万ｋＷ （ 为１９４９ 年的１８１ 倍） 和２ ０４２－９５亿ｋＷ·ｈ （ 为１９４９ 年的１７０ 倍） ， 分别居世界第３ 位和第４ 位。同时， 在水电规划、勘测、设计、施工和科研等方面的技术水平获得了明显进步， 积累了丰富经验； 三峡、二滩等水电工程的兴建， 标志着我国水电建设已逐步迈向世界先进水平。在管理体制改革上， 以业主责任制等三项制度为主要内容的新体制已全面推行；实行多渠道集资办水电取得了很大成效。预计到２００５ 年， 中国水电装机将达９ ５００ 万ｋＷ 以上； 到２０１０ 年水电装机将达１－２５ 亿ｋＷ， 全国水电比重将提高到３０ ％ 。在２１ 世纪， 我国将建设成为世界水电强国。Since the founding of new China for 50 years, the hydropower construction in China has gained rapid development and outstanding achievements. The country's total installed capacity and energy output of hydropower (not including that of Taiwan Province) have rapidly increased from 360 MW and 0.71 billion kW·h in 1949, respectively, to 65 065 MW (181 times more than that in 1949) and 204.295 billion kW·h (288 times more than that in 1949), ranking third and fourth on the installed capacity and energy output of hydropower in the world respectively. Meanwhile, the technical levels in the aspects of hydropower planning, investigation, design, construction and scientific research have gained outstanding progress and accumulated rich experience. The construction of the Three Gorges Project and the Ertan Hydropower Project marks that the hydropower construction in China has gradually stepped the road of the advanced level in the world. In the reform of management system, the new mechanism of three systems taking the Owner's responsibility system as main has been spread in the whole country. The system of many canal financing to develop hydropower has gained great achievements. It is expected that up to the year of 2005, the total installed capacity of hydropower in China will be more than 87 million kW and up to the year of 2010, it will be 125 million kW. The ratio of hydropower installed capacity to the country's total power installed capacity will be increased to 30%. In the 21st century, our country will be built into a strong country in the aspect of hydropower.
