服务型政府背景下公共体育服务的多元化供给研究

摘　　要：基于服务型政府的理念,从公共体育服务的内涵出发,分析了公共体育服务多元化供给的必然性及其表现形式,提出通过明确政府供给公共体育服务的调控监督职能、保障非政府供给主体的合法平等地位、明晰公共体育服务产权、促进非营利体育组织独立发展等策略,实现公共体育服务的多元化供给及明晰实施过程中应注意的问题,旨在为我国的公共体育服务供给的路径选择提供理论依据。Based on the idea of the service-oriented government and the connotation of public sports services,this paper analyzes the necessity and the forms of diversification supply of public sports services.It puts forward some countermeasures in the reality of diversification supply of public sports services and clearing the issues in its implement.They are clearing the regulating and controlling function of the government,ensuring the legal and equal status of non-government supply subject,clearing the service property of public sports,and stimulating the development of non-profit sports organization.It aims at providing the theory basis of path selection of public sports services.
