摘　　要：介绍了水资源论证制度的立法背景,分析了水资源论证制度设计及主要内容,对水资源论证立法情况进行评价,提出了完善水资源论证制度的建议。The legislative background of water resources assessment system is introduced and analyzed for the water resources assessment system design and main content of the situation of water resources legislation.It is evaluated for the argument of water resources legislation and the water resources assessment regime is proposed.
