摘　　要：上海巨额社保资金缺口是影响社会保障可持续发展的重大问题,对社保资金缺口形成的原因进行剖析,有助于就如何解决社保资金缺口的途径与办法提出建议,特别有助于就地方国有股减持补充市社保资金的可行性进行系统研究。The existing financing gap of the social security systems in shanghai has adversely realization of sustainable development of social welfare. The authors analyzed the reasons of impact on initiating such problems and make suggestions on making up the financing gap of the social security systems in Shanghai especially on the possibility of reducing local state-owned shares to enrich social security systems. The thesis also put forward the principles and the possibilities of reducing local state-owned shares in Shanghai. The concrete measures of reducing local state-owned shares are also listed in this article.
