摘　　要：2001年以来,中国盐业体制改革经历了三个时期:国家经贸委主导改革时期(2001—2003年),这一时期虽然拉开了改革的帷幕,但是存在思想解放不够、改革措施不配套等问题;国家发改委负责改革时期(2004—2008年),这一时期改革在部分地区取得了实质性的进展和突破,但是改革的进程并没有大幅度推进;国家发改委和工信部联合改革时期(2009—2010年),这一时期党中央和国务院高度重视,改革全面提速、有力推进,但是改革方案仍未出台。The institutional reform of Chinese salt industry has experienced three stages since 2001.The first stage is that the State Economic and Trade Commission of China stared and led the reform from 2001 to 2003,which was lacking in open-minded thinking and incompatible supporting measures.The second period of the reform was led by the National Development and Reform Commission（NDRC） from 2004 to 2008 and some regions achieved substantive progress,but the reform process was not promoted by a large margin.In the third period from 2009 to 2010,the NDRC and the Ministry of Industry and Information Technology have been cooperating and making a reform on Chinese salt industry system.And thanks to the close attention of the Party Central Committee and the State Council,the reform is meeting a complete and booming progress.Now the related plan has not been put in place.
