摘　　要：非正规就业蕴藏着巨大的发展潜势,其不仅是解决失业问题的有效途径,也是改善我国产业结构、促进我国第三产业发展的重要力量。鉴于当前其发展过程中存在的诸多障碍,政府在制订和执行政策的时候,应鼓励和扶持非正规就业的发展,并加以适当、适度的规范,最终通过非正规就业的良性、可持续发展带动和促进我国第三产业又好又快发展。There is a great potential in the development of informal employment.It is not only an effective way to solve the problem of unemployment,but also an important force to improve the industrial structure and promote the development of the tertiary industry in China.Taking into account its obstacle,the government should formulate policies to encourage,support and regulate the development of informal employment.Healthy,sustainable development of informal employment can eventually stimulate and promote sound and fast development of the tertiary industry.
