摘　　要：通过实地调研发现,生源地助学贷款制度在实施中既存在政府失灵现象,也存在市场缺位现象。政府职能的边界,应游移于对正式制度的"为"与非正式制度的"无为"的准确拿捏上。对于生源地助学贷款,政府应主动支付交易成本,尽快引入保险、担保、证券化等市场机制,平衡地方政府间的利益冲突并加强部门间的沟通协调,国家开发银行则要准确定位,加快创新步伐。Based on the field investigation about student-origin-based loans in China,this paper finds out that both government failure and market absence exist in operation.The function border of government vacillates between 'action' to formal institutions and 'inaction' to informal institutions.In regard to student-origin-based loans,the government should pay transaction cost with initiative,introduce market mechanism such as insurance,guarantee,securitization,etc.as soon as possible,balance conflict of interest among local governments and strengthen cooperation among the departments.Furthermore,China Development Bank should exactly locate and accelerate the pace of innovation.
