从三峡库区土地容量论移民外迁的必要性——以重庆市云阳县为例

摘　　要：三峡库区农村移民安置是三峡工程系统中的一项重要子工程，它直接关系到三峡工程的成败。对于如何解决库区５０多万农村移民的安置出路，三峡工程移民安置可行性研究和库区众多的关于农村移民安置工作报告中早有定论。这就是三峡库区有丰富的后备土地资源，可以通过开发后备土地资源和改造部分中低产田，弥补受淹损失的耕地，就近就地安置好全部移民。但是，对三峡库区土地利用条件的分析表明，三峡库区土地生产力低，后备土地资源质量差，土地人口容量已经超限。在这样一个特定的社会、经济和自然环境中，主要靠开发土地资源来安置大量农村移民是不现实的，它不仅导致库区水土流失加剧、生态环境恶化，而且也难以从根本上使库区移民摆脱贫困。有鉴于此，三峡库区农村移民外迁安置是必要的。The arrangement for the rural settlers in Three Gorge Reservior is a branch project of the Three Gorge Porject system.It has a bearing on the success or failure of the Three Gorge Project.Many reports on the rural settlers arrangement believe that all rural settlers can resettle themselves well in Three Gorge Reservoir area because of the richness in land resources there.Exploiting uncultivated land and improving soil can make up for the loss of farmland which will be inundated with water.But analysis of the present land use condition shows that the land productivity is low and the population pressure is already beyord the carrying capacity of land.It is not realistic to arrange a large number of settlers in the area.Exploiting uncultivated land brings about soil and water erosion,and will worsen the ecologic environment.It is difficult that all settlers be lifted out of poverty if they are to be resettled in the area.For this reason,emigration is necessary.
