摘 要:运用SWOT模型分析了黑龙江省乳业发展与战略选择。研究表明:黑龙江省乳业在奶源、产业基础、宏观政策和技术整合方面具有优势,农村地区乳品消费需求的增长、"禁鲜令"的废止和"三聚氰胺"事件也为黑龙江省乳业的发展提供了机遇,但是由于现有的奶源利用效率较低、技术设备水平不高、产品市场竞争力不足、产业整合缓慢和人才外流等问题,黑龙江省乳业尚未显示出强大的竞争力;针对上述问题,探讨性地提出了开发奶源的盈利模式、产业整合战略、进军细分市场、培养复合型乳业人才等乳业发展的战略方向。The development and strategic choices of dairy industry in Heilongjiang Province were analyzed using the SWOT model.The research showed that the dairy industry in Heilongjiang Province had advantages in raw milk resources,industrial foundation,macroeconomic policy and technical integration, and was also offered developmental opportunities owing to the increasing consumption demand in rural areas and the abolition of"the regulation of prohibiting fresh milk"as well as"the melamine safety incident",but did not exhibit a great competitive power because of such problems as a low efficiency of using raw milk resources,a low technical and equipment level,a low competitive power in products market,and slowness in dairy industry integration.Therefore,the strategies of developing dairy industry in Heilongjiang Province were proposed in terms of developing profit-making modes of raw milk resources,readjusting the industrial structure,entering into the subdivision markets and fostering the talent with composite skills.
