摘　　要：近年来,关于公共服务体制与机制及其创新问题成为公共管理研究的一个热门话题。本文对国内外公共服务体制与机制及创新的研究进展作出评述。作者认为,从总体上看,这一领域的研究已经积累了丰厚的理论基础及实践经验,形成了较为系统的研究成果,而且不同学者从不同领域、角度勾画出公共服务体制机制创新与合作框架扩展的多种可能性图景。但是,目前国内的研究仍还存在着诸多不足,如有关公共服务的体制机制基本概念不够清晰;学者们对新的公共服务体制机制目标框架缺乏明确共识;理论层面的探讨多,结合具体案例的实证研究少,理论成果的政策指导意义不强;跨学科、多维视角的研究以及宏观上和整体上的系统性研究不足等。这些有待于学者们在今后的研究中进一步改进拓展与完善。In recent years,the mechanism and system of public services and its innovation has become a hot topic.This paper reviews the research progress of the mechanism and system of public services at home and abroad.The authors consider that the research field has accumulated abundant theoretical bases and practical experiences and formed systematical research achievements,and many scholars have depicted possibilities prospects of mechanism and system of public services innovation and cooperation frame extension from different research fields and perspectives.However,the domestic researches still have many shortcomings,for example,the relative basic concepts of mechanism and system of public services are not clear;scholars have not definitely unified recognition on the target frame of new mechanism and system of public services;the purely theoretical discussions are much more than that combined with practical researches;interdisciplinary and multidimensional perspective searches are poor;etc,which need to be perfected and extended in the future research.
