摘　　要：当前乡镇卫生院存在预防保健功能削弱、基本医疗服务追求市场效益、放弃对村卫生室的管理职能等问题.所以乡镇卫生院功能有必要向农村社区卫生服务中心转换,即医疗、预防、康复、卫生保健、健康教育和计划生育技术指导,做好双向转诊工作,为居民提供一个基本上免费的综合性、连续性、安全性和全方位的基本卫生服务,放弃卫生行政、监督和对村卫生室的技术指导职能.Nowadays, township clinics are facing the problems of impairment of prevention and health care function, marketization of essential health service, and abandon of management of village clinics. It is necessary that township clinics turn into rural community healthcare center,provi- ding prevention , healthcare, health education, rehabilitation, family planning technology guidance and two--way referral. The new entity should pro- vide free, general, continuous, safe and wide-- ranging essential healtheare service and abandon the function of healthcare administration and technology guidance for village clinics.
