发展地方政府融资平台的对策建议——以江西省为例

摘　　要：地方政府融资平台在保增长、扩内需、调结构中发挥了积极的作用。但在急剧扩张的同时,也暴露出一些深层次的问题。本文分析了江西省地方政府融资平台的现状和存在的问题,如法人治理结构不完善、融资方式比较单一、相关制度建设滞后、负债率高,等等。并且,从加强平台公司债务融资风险管理、健全公司法人治理结构、完善经营管理机制、防范公司贷款风险、拓宽融资渠道、强化融资配套机制建设等方面提出相应的对策建议。The local government financing platform has played an active role in the economic growth,expanding domestic demand,and adjusting the structure.However,rapid expansion also has exposed some deep-rooted problems.This paper analyzes the current situation and existing problems of the financing platforms of local governments in Jiangxi Province,such as inadequate corporate governance structure,single financing style,the relevant system lagging behind,and high debt ratio,and so on.The paper proposes corresponding suggestion in the aspects of strengthening the debt risk management of the platform corporate,completing corporate governance structure,perfecting company management mechanisms,preventing the company loan risks,expanding financing channel platforms,and enhancing the building of supportive financial mechanism.
