摘　　要：中国沿海环境保护增强工程选择泉州市试点开展综合环境管理计划（ISMP），在大气环境规划的制定中，首次采用英国咨询专家推荐的长期平均浓度计算软件（ISCLT），取得了良好的计算效果。分析ISCLT的主要特点，并通过实例验证其先进性、实用性。China Coastal Zone Environmental Enhancernent Proect, cooperation project between UK and SEPA China, selected Quanzhou as a trial city to carry out the IEMP (Integrated Environmenal Management Plan). The air environmental plnning making first adopted the ISCLT model recommended by UK consultants and obtained ideal predictdri result. It analyzed the main charcterisitics of ISCLT, and vindicated its advanement and practicality based on case study.
