摘　　要：电子政府既是中国政府实践的一个新现象,也是中国学术研究的一个新领域。作为政府实践的新现象,它需要技术、社会公众与学术的3种支持力量。作为学术研究的新领域,它既意味着学者、话语与理论的三方出场;也意味着从线性、平面与立体的3个维度展开;同时,还可以从过去、当下与未来的3个层面进行理论反思。E-government is both a new phenomenon of the Chinese government＂ practices and a new field of Chinese academic study. As the former, it needs the support of technology, the public and academy. As the latter, it represents the presence of scholars, words and theory; proceeds from linear, plane and stereoscopic dimensions; and can carry out theoretical reflections regarding the past, the present and the future.
