摘  要:改革开放后,浙江省民营剧团的发展经历了三个阶段:第一阶段,20世纪80年代,"个体所有制"、"社会主办"等无规范的民间职业剧团(业余剧团)为存在形式的民营剧团初创期;第二阶段,20世纪90年代,强化管理"社会办团"(民间职业剧团)的民营剧团成长期;第三阶段,21世纪初(2003年后),扶持、规范的民营剧团发展期。为进一步加快发展民营剧团,使之与国有文艺院团形成有序的良性竞争,"形成以公有制为主体、多种所有制共同发展的文化产业格局",应彻底打破民营与国有之间的身份歧视。除了现在各地已经施行的政策、措施,还需要在更多的领域给予民营剧团与国有文艺团体相同的待遇,逐步使二者之间的差距不断缩小。从目前民营剧团的生存状态来看,各地政府目前应该着重在剧团融资、人才培养、剧种扶持、演出市场管理与引导等方面尽快出台倾斜于民营剧团发展的优惠发展政策、措施。Zhejiang Province has experienced three phases.As the time of 1980s has witnessed start-up of non-standardized amateur troupes owned by individuals and sponsored by social forces,1990s sees the growth of folk professional troupes with social engagement strengthened and managed.In the early 21st century(after the year of 2003),private troupes are further supported and regulated.To facilitate the development of those private troupes and promote benign and orderly competition between them and state-owned troupes,identity barriers should be completely broken,as a result of which,a cultural industry pattern that takes the public ownership as the main form and seeks the joint development of diversified forms of ownership can be finally established.In addition to present policies and measures,private troupes should be given the same treatment as state-owned troupes in more areas and differences between the two should be gradually reduced.Judging from the current situation of private troupes,governments need to release favorable policies and measures quickly in financing,talent training,supporting opera forms,supervising and guiding the performance market.
