摘 要:分析了智能变电站对传统计量系统的影响,针对计量系统的计量精度要求、高采样率要求及对计量装置的检定要求给出了解决方案。根据智能变电站内计量系统的设置原则及其功能,提出了站内计量系统的3种设计方案;对不同方案特点的分析,对各方案的适用性及其组屏方式给出建议;对于现阶段枢纽智能变电站推荐采用方案二,即智能电表通过站控层MMS(Manufacturing Message Specification)网向电能量远方终端传输电量信息;在投资较小的终端变电站可采用方案一,即智能电表与电能量远方终端单独组网;待智能变电站相关检测标准、溯源规程制订完善并获得认可后,可采用方案三,即采用计量插件。Deployment of smart substations imposes new requirements for metering system in terms of measnrement accuracy and sampling rate. This paper discussed the design of calibration units and configuration option for smart meters. Based on the configuration principle and functional requirements for the metering system, three options were proposed with suggestions on their applications. The second option, i.e. intelligent electric energy meter transmitting metering signal to remote terminal unit for energy metering system by MMS network, is recommended for smart hub substations while the first option, i.e. intelligent electric energy meter and remote terminal unit for energy metering system organized network independently, is designed for small-scale terminal substations. The third option,by metering plug-in unit, is viable once the inspection standard and traceability procedure for smart substations are formulated and approved.
