摘　　要：目的:科学判断科技项目实施绩效,加强科技项目的管理,提高科技资源配置的有效性和投资效益。方法:采用现场调查与文献资料相结合等研究方法。结果:(1)2006年普通项目完成率为89.9%,2007年重大项目完成率为90.3%,2006年5451工程项目完成率为90.5%。(2)培养博士90人,硕士398人。(3)引进填补空白技术、换代技术和提高技术共32项。(4)发表SCI收录论文83篇;国际合作项目22项,国家级项目25项。(5)53项新技术的引进形成学科新的主攻方向,对学科具有带动作用的技术15项。(6)5451项目出国培训后已应用47项,技术的开展每年可使2 640名患者留在河南进行治疗,预期每年为患者减少费用2 814万元。结论:项目完成情况好,跟踪管理很重要。Objective： To improve the effectiveness of the sciences and technology resource distribution and investment profit through reasonably evaluating the performance of scientific projects and strengthening the administration of the projects. Methods： Us ing on-site survey and literature review method. Results： （!）Task-completion rate were 89.9% for the general projects in 2006, 90.3% for the major projects in 2007 and 90.5% for the 5451 project in 2006; （2） there were 90 PhD and 398 MS graduates. （3）32 items of advanced technology, which played the roles in filling in the gap, updating and improving the original technology, are imported; （4） there were numerous scientific papers published, of which 83 were recruited in Science Citation Index. Total 22 international coop eration projects and 25 state projects were funded; （5）the imported 53 new technologies established the new developmental direction in related fields, of which 15 items served as models; （6）for the 5451 overseas training project, 47 items had been put into use. The new technology employment kept 2 640 patients receiving medical care in Henan everyear, which could reduce the medical care cost around 28.14 million yuan for the patients each year. Conclusion： The projects completed very well, and the follow-up management is necessary.
