摘　　要：根据"合同能源管理"模式的特点,全面分析了LED路灯在实施"合同能源管理"模式过程中的困惑,提出了发挥政府主导作用,才是当前实施LED路灯"十城万盏"工程的根本出路。The confusions of EMC model for LED street lamp were fully analyzed according to the characteristic of EMC model and it was concluded that the leading role of the government in the course of performing＂ten thousand lamps in ten cities＂project was the key.
