摘　　要：针对目前建筑劳务市场工资拖欠、恶意讨薪、农民工无序流动、私招滥用等突出问题,为加强建设工程劳务的管理,规范建筑行业用工行为,维护建筑市场秩序,保障建筑业企业和劳动者的合法权益,探索出符合中小城市区域内的建筑农民工管理新模式,设计了区域内建筑劳务实名制一卡通系统。In order to strengthen the management of constructional labor service,standardize the employment practices of construction industry,maintain the order of construction market and guarantee the lawful rights and interests of construction enterprises and workers,we explore the new management modes for construction migrant workers in small and medium-sized cities and design the real-name smart card system for construction laboring service to solve the prominent problems of unpaid wages,malicious pay talks,disorderly flow of migrant workers and the abuse of private recruit issues.
