摘 要:以数字城市服务平台为支撑,构建一个面向突发事件应急的决策框架系统,以解决应急响应信息模型计算涉及的3个关键问题:分布数据的获取、应急辅助模型的运算和应急响应辅助数据集的分发。系统利用平台的服务总线来获取分布的部门数据资源,并分发信息模型计算得到的数据集,使用平台的模型库系统来管理和调度应急辅助模型,通过模板机制实现信息模型的快速定义和重用,并提供一个基于W eb的事件报送接口来实时接收事件信息。将系统运用于前文构建的突发化学品事故信息模型的计算中,过程表明,系统可完成模型计算的任务,并能够扩展到其他的突发事件应急中。A decision-making framework is developed on the foundation of the service platform for digital city applications to resolve the three central issues initiating from calculating the emergency response information model,which are the acquirements of distributed data,the computation of emergency-aided models,and the transmission of aided datasets for emergency response.The Cyber-city Service Bus(CSB),a critical component of the service platform,is utilized by the framework to collect the data resources managed by different emergency departments,and dispatches the result datasets acquired by the information model.The Model Base System(MBS) component is used to manage and invoke the emergency-aided models defined in the information model.Furthermore,through a template-based modeling approach developed in the framework,information models are defined easily and reused quickly,and accident related information are transferred to the emergency command center timely by a well-designed Web-based data reporting interface.The information model for chemical release accidents defined in the companion paper is used to verify the framework.The model calculation process shows that the system can satisfy the requirements of calculating the information models,and is able to be expanded easily to accommodate to the emergency tasks of other kinds of accidents.
