摘　　要：随着经济发展和土地使用制度改革,政府获得的城市土地收益正逐年提高。由于城市土地收益分配及制度创新研究欠缺,实践上难以有效规范城市土地收益分配不合理现象。阐述了我国现行的城市土地收益分配制度,并针对河北省城市土地收益分配现状,深入研究了河北省土地收益分配中存在的主要问题,提出了有效的改革思路和政策建议,对于保证国家土地收益,维护土地使用者利益,充分发挥土地收益分配的调节作用均具有重要的理论和现实意义。With economic development and land use system reformation,urban land incomes that the government obtains are increasing year by year.Because of lack of theory research of distribution of urban land incomes and system innovation,the unreasonable phenomenon of distribution of urban land incomes is difficult to adjust.In this paper,the present system of distribution of urban land incomes in China is expounded and the present status of distribution of urban land incomes in Hebei province is analyzed,and then the major problems of distribution of urban land incomes are deeply studied,the reformation approach and policy suggestion are proposed.It is of important theoretical and realistic significance to ensuring country land incomes,protecting land user interest and strengthening the role of distribution of urban land incomes adjustment.
