论新疆跨越式发展的难点与对策

摘　　要：经济发展速度与其战略地位不相称,民生亟待改善为众望所盼,人才不足的软肋问题凸显,基础设施欠账太多、优势资源不具优势地位,生态环境建设亟待加强等是新疆跨越式发展面临的现实难题。确保跨越式发展战略的顺利推进,应牢牢坚持"稳疆兴疆、富民固边"的治疆方略和改善民生的战略基点不动摇,努力把握住科学发展这个基础,千方百计加速发展,大力改善民生,不断提升促进跨越式发展的硬实力;着力把握住长治久安这个重点,坚持以现代文化为引领,扎实做好矛盾排查化解、社会管理和维护稳定的各项工作,不断提升保障跨越式发展的软实力;坚持进一步加强党的领导,扎实建设好德才兼备、数量充足的高素质干部和人才队伍,不断提高实施跨越式发展战略的执政力,不断提升"稳疆兴疆、富民固边"的综合实力。The realistic problems facing Xinjiang in its striding progress cover economic growth in disproportion with its strategic status,livelihood to be improved as expected by people,talents in short supply in limelight,infrastructure far from need,superior resources not in advantageous position and eco-environment construction urgently to be enhanced.In ensuring the smooth implementation of striding development strategy,we need to get command of scientific progress as a base,accelerate development,improve people＇s livelihood,increase constantly the solid power of promoting striding progress,set focus on long-term stability,adhere to modern culture as a guide,do work well in contradiction detection and salvation,social management and stability maintenance,upgrade and secure the soft power of striding progress,further intensify leadership of the Party,construct an adequate number of high-quality cadres and professionals equipped with both virtue and talent,raise the governing power responsible for striding progress and enhance comprehensive power of revitalizing Xinjiang while stabilizing it and making the locals rich while fortifying frontier.
