新农村建设时期群干关系的调查与思考——以江苏省江都市为例

摘　　要：乡村治理一直以来都与国家政策密切相关,随着国家政策的变化,乡村的群干关系也在不断的变化。引起变化的根本原因就是农民自身的利益。农民的利益得到保障时,群干关系就趋于和谐;反之,群干关系就会逐渐紧张。来自政治、经济、文化、社会各个方面的因素都可能对农民利益产生影响。通过调研发现,对江都市群干关系来说,目前影响最大的就是农村土地问题和环境污染问题,研究分析江都市农村土地问题和环境问题产生的原因,并针对问题提出一些建议,以推进江都市新农村建设更加合理稳固的发展。The rural governance has close relationship to government policy.The relationship between cadres and the masses of rural areas has been changing along with the change of state policies.The main reason of which is peasants＇ interests.When their interests are satisfied,the relationship is inclined to be harmonious;on the contrary,it will be tense.Many factors such as politics,economy,culture and society can influence peasants＇ interests.After investigation,this paper finds out that the land and environment issues have great influence on relationship between cadres and the mass of rural area in Jiangdu city.Therefore,settlement of these issues has great significance for rural governance.
