长三角节能减排一体化发展探析

摘　　要：近十年来,长三角地区能源消耗强度与温室气体的排放量居高不下。虽然两省一市政府已把协调节能减排作为区域合作战略的一个重要组成部分,但是缺乏强有力的协调机构,区域发展的节能减排一体化模式尚未形成。因此,长三角地区有必要成立"长三角节能减排合作与发展委员会",构建统一的节能减排综合评价指标体系,加强高碳能源低碳化利用,协调新能源的一体化发展,以低碳经济为契机,加快长三角节能减排一体化。In the past 10 years,the energy intensity and greenhouse gas emissions in the Yangtze River Delta region were always high though the local governments took the coordination of energy-saving and emission reduction as an important part of regional cooperation strategy,because there was no strong coordination agency,and no integrated mode of energy-saving and emission reduction for regional development.Therefore,it is necessary for the Yangtze River Delta region to establish ＂the Yangtze River Delta Committee of Energy-saving and Emission Reduction Cooperation and Development＂,to build an unified comprehensive evaluation index system of energy-saving and emission reduction,to enhance low-carbon technology use from high-carbon energy,to coordinate integrated development of new energy,and to accelerate the integration of energy-saving and emission reduction favored by low-carbon economy.
