总量控制下电磁污染排放权交易经济性分析

摘　　要：借鉴环境经济学中关于水污染及二氧化碳排放权交易的理论成果,在对电能质量问题与环境污染问题进行比较的基础上,对电网电磁环境资源、电网电磁环境污染、电磁污染总量控制、电磁污染排放权交易几个问题的经济性质进行了分析,并论证了总量控制与电磁污染排放权交易的关系,二者对用户经济收益以及用户电磁污染排放管理的影响。Through learning from the theoretical results of water pollution and carbon dioxide emissions trading in environmental economics, and on the basis of comparing the sameness and differences between power quality and environmental pollution, an analysis of the economy of electromagnetic environment, electromagnetic pollution, to- tal amount control and emission right trading of electromagnetic pollution is given. Then the paper demonstrates the relationship between total amount control and electromagnetic pollution emission right trading, and the affect of them on the users＇ revenue and the control of electromagnetic pollution＇s discharge.
