低碳技术扩散中政府管理的国际经验比较研究

摘　　要：政府对于低碳技术扩散的不同管理模式会产生不同的效果。通过对丹麦政府、企业与社区居民的互动管理模式、德国联邦政府与地方政府分权管理、日本的中央政府主导型管理等几种模式的研究,发现发达国家在低碳技术扩散管理方面的一些特点。同时通过对韩国和巴西等国政府管理方式的研究,发现在单一领域的持续投入以及低碳技术国际合作是发展中国家促进低碳技术扩散的有效途径。最后,文章从战略、立法、国际合作等方面对于中国政府在低碳技术扩散方面的管理提出了一些建议。Government different management on low-earhon technology diffusion will produce different results. Through the study to several different models including the interaction management involving the Danish government, enterprise and community, the decentralized management between federal government and local government in Germany and Japan＇s central government-led management, we found that the developed eountrles had some features in low-carbon technology diffusion management. While through the study about South Korea and Brazil government, we found that a continued investment in a single area or promoting international cooperation is an effective way to spread low-carbon technology for a developing country. Finally, the article made some advice on promoting low-carbon diffusion to Chinese government based on strategy, legislation and international cooperation.
